Community Improvement Plan

Applications for the 2024 Township's Community Improvement Plan Grant Program are now open!

Deadline for applications is Friday April 26, 2024.

In 2019, the Millbrook Community Improvement Plan (MCIP) was adopted to support Downtown Millbrook's development. In 2021, the plan expanded beyond Millbrook. The 2022 Community Improvement Plan Expansion (CIP-E) extended funding opportunities township-wide. The MCIP and CIP-E aim to boost economic growth and community development across the Township.

The MCIP and CIP-E provide financial incentives for eligible projects in CIP Areas. The CIP-E is to be read in conjunction with the MCIPPrograms are available to properties in all CIP areas.

Applicants must meet criteria, read the guidelines, and hold a pre-consultation meeting before submitting an application as outlined in Section 7.4 of the MCIP.

Financial Incentive Programs

Facade and Signage Improvement Grant 

The Façade and Signage Improvement Grant may be available to eligible applicants to assist with the financing of improvements to an existing building’s façade or signage. This grant is intended to promote aesthetic and functional improvements to buildings and properties, which otherwise may not occur due to cost premiums associated with these improvements.  

A detailed list of eligible costs can be found in Section 5.3.1.4 of the Millbrook Community Improvement Plan.

Building and site Improvement Grant

The Building and Site Improvement Grant may be available to eligible property owners and tenants (with consent of the owner) to assist with functional improvements to existing buildings and properties, and to extend the useful life, improve safety, and/or increase the value of a building or property.

This grant is intended to support improvements to private property to meet the current Building Code, and other building and site requirements, in order to provide for safe and usable eligible uses.

It should be noted that any ramps or structures installed on municipal property (i.e.sidewalks) shall be subject to specific approval by the Township.

Commercial Conversion and Expansion Grant

The Commercial Conversion and Expansion Grant may be available to eligible property owners and tenants (with consent of the owner) to assist with the small-scale conversion and expansion of existing vacant or underused space into new commercial, mixed-use and other eligible uses.

This grant is intended to support growing businesses thereby increasing commercial assessments.

Downtown Rental Housing Grant

The Downtown Rental Housing Grant may be available to eligible property owners and tenants (with consent of the owner) to assist in the creation of new residential units in Downtown Millbrook and to improve the condition of existing upper-storey residential units.

The purpose of this program is to support the availability of a wider range of more attainable housing options in Millbrook which supports the Peterborough Ten-Year Housing and Homelessness Plan for the region

POPS and Public Art Grant

The POPS and Public Art Grant may be available to eligible applicants to assist with the permanent installation of Publicly Accessible Private Spaces (POPS) and outdoor artworks on private property.

The grant is intended to promote a lively and vibrant streetscape in Downtown Millbrook and encourage the creation of spaces that contribute to urban character, enhance the pedestrian experience, and complement the public network of parks, including: small parks, plazas, squares, atriums, extended sidewalks, mid-block connections/laneways, trails, community gardens, rooftop terraces, simple grass covered open spaces, and public art.

Sidewalk Cafe Grant

The Sidewalk Café Grant may be available to eligible applicants to assist with the beautification and physical improvement of seasonal outdoor sidewalk café spaces. 

The grant is intended to promote a lively and vibrant streetscape in Downtown Millbrook.

Design and Study Grant

The Design and Study Grant may be available to eligible applicants for the completion of studies, plans, or designs that will investigate the site-specific potential of an improvement project.

This grant is intended to aid with initial background planning and design in support of improvement projects on eligible properties.

Planning Application and Building Permit Fee Rebate Grant

The Planning Application and Building Permit Fee Rebate Grant may be available to eligible property owners and tenants (with written consent from the owner) to offset the planning and building fees required by the Township.

Redevelopment and Adaptive Reuse Grant (TIEG)

The Redevelopment and Adaptive Reuse Grant (TIEG) will provide a grant to eligible property owners, which is equivalent to a percentage of the Municipal portion of a property tax increment that is incurred because of an improvement project.

The purpose of the TIEG is to stimulate investment by deferring part of the increase in property taxation because of adaptive reuse, building rehabilitation, and retrofit works.

Development Charges Rebate

This program provides a rebate of development charges to eligible projects and is intended to encourage building construction and improvements by providing a means to offset total costs.

Heritage Conservation Grant

The purpose of this program is to promote heritage conservation and the repair and restoration of designated heritage designated properties.

Technology Improvement Grant

The intent of this program is to assist businesses in adapting and improving on-site technologies to ensure on-going operations and community access.

Secondary Suites Grant

This program is intended to promote a range and diversity of housing options by incentivizing the creation of secondary suites.

Rural and Agricultural Economic Development Grant

This program is intended to encourage development and redevelopment related to rural industrial / commercial businesses, agriculture-related uses and on-farm diversified uses.

Sustainability Grant

This program seeks to promote sustainability, including investments in renewable energy sources, active transportation infrastructure (i.e. bike racks), energy efficiency improvements, electric vehicle charging stations and green spaces.

Business Retention and Expansion Grant

The intent of this program is to assist in the maintenance and creation of permanent local jobs by incentivizing projects that demonstrate job retention and creation.

Vacant Lands Tax Assistance

This program is intended to promote the development of vacant designated employment lands by providing tax relief for the additional taxes resulting from development of the property.
